Autumnisaseasonofharvest.WearehappytoseethatsincetheBeltandRoadInitiativewasproposedthreeyearsago,thecountriesalongtherouteshavecarriedoutincreasingcooperationinpolicycommunication,facility,tradeandassetconnectivityandpeople-to-peopleexchanges.Asaresult,earlyharvesthasbeenfruitful.AgrowingnumberofcountriesandinternationalorganizationshaveparticipatedinthebuildingoftheBeltandRoad.Chinahassignedcooperativeagreementswithmorethan30countriesandlaunchedmanufacturingandproductioncapacitycooperationwithmorethan20countriesalongtheroutes.ThefinancialcooperationrepresentedbytheAsianInfrastructureInvestmentBankandtheSilkRoadFundismakingsteadyheadway.Anumberoflandmarkprojectsarebeingimplemented.People-to-peopleinteractionsinthefieldsofculture,education,scienceandtechnology,tourismandcommerceareincreasing.Weshouldnotethatoutcomes,intermsofspeedandscaleoftheBeltandRoadInitiative,havebeenbetterthanexpected.Now,wehaveaclearervisionontheprospectsofthisinitiativeandaremoreconfidentinaccomplishingit.
First,weseeabroadenedconsensusontheBeltandRoadInitiative.Thereisalwaysaprocessforonetounderstandanewconcept.WiththeBeltandRoadInitiative,Chinahopestosharedevelopmentopportunitieswithcountriesalongtheroutesandsupportthecommonprosperityofthesecountries.Currently,theBeltandRoadhasmostlycompletedtheplanningstageandistakingstepsofconcreteimplementationandsustainabledevelopment.Thereisawiderconsensusoftheinternationalcommunitythattheinitiativeanswersthecallofourtimesforpeaceanddevelopmentandconformstotheaspirationofrelevantcountriestospeedupdevelopment.Itwillhelpadvanceeconomicgrowthalongtheroutesandboostglobaleconomicprosperity,helpingtomaintainregionalstabilityandworldpeace.Thishasbecometheimpetusforallpartiestojoinin.
Second,wehavebecomemoreappreciativeoftheSilkRoadspirit.TheancientSilkRoadcoveredthousandsofmilesandexistedforcenturies,leavingbehindvividmemoriesofhowpeoplealongtheroutesstoodtogetherthroughthickandthin.ThesememoriessymbolizetheSilkRoadspiritofpeacefulcooperation,opennessandinclusivity,mutuallearningandmutualbenefits.Inthepastthreeyears,enlightenedbythisspirit,peoplehavejoinedhands,givenexpressiontotheircreativenessandenthusiasm,promotedconnectivityandreciprocalcollaboration.TheSilkRoadspirithashelpedguidethebuildingoftheBeltandRoadandencouragedcohesionamongallpartiesinvolved.TofurtherpushtheBeltandRoadprojectforward,weneedtosticktoandcarryontheSilkRoadlegacy.
Third,itisincreasinglyvisiblethattheBeltandRoadInitiativeservestheinterestsofallparties.Astheproposerandpromoteroftheinitiative,Chinainsistsonamorebalancedapproachtoupholdingprinciplesandpursuinginterestsandcallsforacooperativeprincipleofequalityandmutualbenefit.Throughjointefforts,theprojectiswellonitswaytomakingremarkableachievementsanddeliveringtangiblebenefitstothepeoplealongtheroutes.FactsshowthattheBeltandRoadInitiativeisopen,pragmaticandmutuallybeneficial.IthelpsfindcommoninterestbetweenChinaandcountriesalongtheroutes,whileaddressingtheirspecificneeds.ItbearsthecommonaspirationsofpeopleintheregiontoliveprosperouslyandcombinestheChinesedreamwiththedreamsofthosealongtheroutes.Allrelevantcountriesneedtocontinuetheircollaborationofdevelopmentstrategies,seekthecommondenominatorincooperationandfindthepointofconvergenceforallparties.Weshouldmakethecakeofcommoninterestsbiggerandbringwell-beingtoallalongtheBeltandRoad.
Fourth,weseegreaterprospectsforwin-wincooperation.BuildingtheBeltandRoadbringsallthecountriesinvolvedintoonebigfamilywithsharedinterestsandasharedfuture.Theinitiative’spositiveeffectsarebecomingclearerandthebenefitsofcollaborationalongtheroutesmoreevident,presentingapictureofhearteningprosperitybasedonjointeffortsandsharedinterests.Experiencesaysthatalthoughthecountriesalongtherouteshavedifferentnationalsituationsanddevelopmentstages,andthusarefacedwithdifferentchallenges,theyhaveacommonaspirationforeconomicgrowth,acommoninterestincopingwithrisksandchallengesandthesamevisionforcommondevelopment.Ifwesticktomutualbenefitandcooperation,expandscope,raisethelevelsofcooperationandseizetheopportunitiespresented,wecanrealizethegoalofbenefitingallpartiesconcerned.

秋天是收获的季节。我们高兴地看到，“一带一路”倡议提出3年来，沿线各国聚焦政策沟通、设施联通、贸易畅通、资金融通、民心相通，不断深化合作，已经取得了可喜的早期收获。越来越多的国家和国际组织参与“一带一路”建设，中国同30多个沿线国家签署了共建“一带一路”合作协议、同20多个国家开展国际产能合作，以亚投行、丝路基金为代表的金融合作不断深入，一批有影响的标志性项目逐步落地，文化、教育、科技、旅游、商务等民间往来日益密切。可以说，“一带一路”建设从无到有、由点及面，进度和成果超出预期。现在，我们对“一带一路”看得更清晰、信心更坚定。
第一，我们对“一带一路”积累的共识越来越多。人们对任何一个新事物的认识，都会经历一个逐步深化的过程。中国提出“一带一路”倡议，旨在同沿线各国分享中国发展机遇，支持各国共同发展。现在，“一带一路”建设已经初步完成了规划布局，正在向落地生根、精耕细作、持久发展的阶段迈进。国际社会越来越认识到，“一带一路”倡议，顺应了世界和平与发展的时代要求，符合各国加快发展的内在愿望，有助于促进沿线经济建设和全球经济繁荣，有利于维护地区稳定和世界和平。这已经成为各方参与共建“一带一路”的强大动力。
第二，我们越来越体会到丝路精神的弥足珍贵。古老的丝绸之路绵延万里、延续千年，镌刻着沿线各国人民风雨同舟、守望相助、休戚与共的不朽记忆，凝聚形成了“和平合作、开放包容、互学互鉴、互利共赢”的丝路精神。3年来，我们秉持丝路精神，使沿线各国人民心手相连，推进互联互通、促进互惠互利，激发出同心干、一起建的积极性主动性创造性。实践使我们深刻认识到，丝路精神已经成为沿线各国共同建设“一带一路”的鲜明指引，成为凝心聚力、携手合作的定海神针。继续推进“一带一路”建设，仍然需要坚持和大力弘扬丝路精神。
第三，我们越来越感受到共建“一带一路”契合各方利益。作为共建“一带一路”的倡导者和推动者，中国坚持正确义利观，遵循平等、追求互利，进展和成就有目共睹，给沿线各国人民带来的好处实实在在。事实表明，“一带一路”是一个开放务实、互惠互利的合作倡议，统筹了中国与沿线国家具有差异性的利益关切，符合有关各方共同利益，承载着各国人民过上幸福生活的美好愿景，把中国梦同各国人民的美好梦想结合起来。沿线各国继续携手合作，加强发展战略对接，寻求发展“公约数”和各方利益契合点，可以把共同利益的蛋糕做得更大，更好地造福各国人民。
第四，我们越来越看到合作共赢的广阔前景。共建“一带一路”，使沿线各国成为一个大家庭，利益交融、安危与共。“一带一路”建设的积极效应正在显现，沿线各国人民共建共享的美丽画卷正在徐徐展开，其广阔前景令人振奋。实践昭示我们，“一带一路”沿线国家虽然国情不同、发展阶段不同、面临的现实挑战不同，但推动经济增长的愿望相同，应对危机挑战的利益相同，实现共同发展的憧憬相同。只要秉持互利合作理念，把握历史契机，提高合作水平，拓展合作领域，就能实现双赢、多赢、共赢的目标。
