I. Translate the following passage into Chinese. (50)
The IMF’s fundamental mission is to help ensure stability in the international system. It does so in three ways: keeping track of the global economy and the economies of member countries; leading to countries with balance of payments difficulties; and giving technical help to members.
Perhaps the main function of IMF has been to help members with balance of payments problems so as to prevent a monetary crisis. IMF loans are meant to help member countries tackle balance of payments problems, stabilize their economies, and restore sustainable economic growth. The IMF is not a development bank and, unlike the World Bank and other development agencies, it does not finance projects.
A country in severe financial trouble, unable to pay its international bills, poses potential problems for the international financial system, which the IMF was created to protect. Any member country, which rich, middle-income, or poor, can turn to the IMF for financing if it has a balance of payments need.
For instance, a small country could experience a storm which greatly reduced its main export crop. Because of the considerable shortfall in exports, the country would earn much less foreign exchange than usual. As a result, there would be a current account deficit. The country would have difficulty in paying for essential imports, for its official reserves might not provide enough foreign exchange. Without help from abroad, the country could solve the payments problem in two ways. It could allow its currency to devalue because of the reduced international demand, or it could prevent the exchange rate from falling by using exchange control. Both of these methods seem too dramatic, however, because the country’s problems are very short -term ones.
